Trust and Accountability

Operational Excellence  

  • Capitalize on the momentum of our municipal employee support and continue to bridge the partnership between municipal management, governance with community investment, and  a shared vision for a better Bradley.

Fiscal Responsibility 

  • Hold the administration accountable to: establishing timely annual budgets managing expenditures within the municipal budget; obtaining timely audits and instituting corrective actions to ensure best management and accounting practices are followed. 

  • Support revenue generation from municipal shared services, cost sharing agreements, updated fees and timely collections.

Capital Planning and Finance 

  • Prioritize critical infrastructure needs and proactively establishing funding sources to best minimize the cost to tax and rate payers through grants, low interest loans and principal forgiveness mechanisms available to us.

  • Advance critical projects including the Sanitary Sewer Replacement, Sylvan Lake Restoration, Main Street Improvements, Recreational Center, Beach Promenade Extension, and 54 Ocean Ave (former pump station) Restroom and Concession.

Strengthen Community and Build Partnerships

  • Grow our community by deepening our collaborative partnership with both public and private stakeholders. Our public facilities, elementary school, library, places of worship and historical society are the cornerstone of engagement. 

  • Connect our community through the many valuable programs associated with our natural resources including lakes and oceanfront, through Recreation, Tourism and the Arts Council.

  • Partner with private businesses through the BBBCA, providing the conduit to engage in mutual benefits to the larger community by creating a business-friendly environment and an affirmative response to community needs.

Meet Our Team

Jane DeNoble

Jane DeNoble brings a powerful combination of experience and a unique perspective to the Bradley Beach Council, where she has proudly served for the past three years. As a resident for 12 years, Jane is deeply invested in the well-being of our community. Her commitment is evident through her active involvement as a member of the Senior Club, Friends of the Library and the BBBCA and her extensive volunteer work with the Shade Tree Commission, Tourism Commission, Bradley Beach Historical Society Clean Action Ocean and the Bradley Food Pantry.

A strong advocate for regional cooperation, Jane regularly convenes with area mayors and council members, including the Southern Monmouth Elected Women, to exchange ideas and advance vital initiatives. She is also a firm advocate for inclusive transparent government and values everyone's voice in local governance. In addition, Jane is dedicated to preserving our Borough's small town feel and preventing overdevelopment on Main Street.

Beyond her civic engagement, Jane's background is remarkably diverse: she studied art education and theater at Keene State, is a member of the Screen Actors Guild, and successfully ran DeNoble Media, a company that marketed items sold globally on QVC. This blend of community dedication and professional acumen makes Jane DeNoble an invaluable asset to our Bradley Beach Council.

Shana Greenblatt

Bradley Beach residents elected Shana to the Borough Council in 2024. In her first year she secured sizable grants to help fund necessary infrastructure projects and is now directly engaged in advancing both storm water and sewer upgrades. She is an active liaison to the Recreation and Fletcher Lake Commissions and led the restructuring of the Arts Council.

Her passion for Bradley, work ethic and experience in the Borough is extensive. Shana was the co-founder of the Bradley Youth & Community Club (BYCC) and One Beach One Read as well as Vice Chair & Secretary of the Shade Tree Commission, and a member of the 2019 BB Strategic Plan’s Civic Engagement Task Force. She is a member of the BBBCA and Historical Society and a Mentor for the BYCC.

She is collaborative and a problem solver with a laser focus on details in the context of big picture objectives. She and her family have owned a home in Bradley for 24 years, living here full-time since 2014. She finds great satisfaction in serving the borough and seeks a 3-year term to continue her work making a positive contribution towards the quality of life for the residents of Bradley Beach.

Mitch Karp

Mitch Karp is a seasoned executive, technologist, and community advocate with a proven track record of leadership in both corporate and entrepreneurial settings. With over three decades of experience, he’s led product strategy, operations, and technology development across industries — from marine fuel logistics to leadership coaching and software startups. As a former partner at a global marine brokerage firm, Mitch managed fiscal operations for five worldwide offices, designed and deployed critical internal systems, and oversaw multimillion-dollar budgets.

Mitch’s strength lies in bridging business, technology, and people — translating big ideas into practical solutions. He’s led global product teams, served as the voice of customers, and built consensus across stakeholders in fast-paced, high-pressure environments. He brings a deep understanding of both long-term planning and day-to-day execution.

As an almost 20 year Bradley homeowner and a full-time resident of Bradley Beach, and a current member of the Land Use Board in Bradley Beach, Mitch is running for borough council to bring a fresh, thoughtful, and transparent approach to local governance. He believes in listening first, acting responsibly, and working collaboratively to strengthen the town’s infrastructure, support local businesses, and preserve the unique character of the community. Mitch’s leadership style is grounded in trust and accountability, values he’s ready to bring to public service.

Paul Nowicki

Paul Nowicki was appointed to Council in 2025. He brings significant experience and knowledge of municipal infrastructure, environmental regulation and financial management having been a NJ Professional Engineering Consultant, President and COO for 40 plus years. His leadership, technical and communication skills bring unique perspective and value to the borough council.

Paul became a resident in 2023 and immediately engaged with the many needs of the Sylvan Lake Commission. As the Lake Commission Liaison, he worked to develop a comprehensive Restoration Plan including multiple financial funding sources. In addition, he has developed a multi- year plan to complete the replacement of the borough’s sanitary sewers utilizing grants, and principal loan forgiveness providing the most fiscally responsible approach to complete the program. He readily engages and communicates openly on all aspects of our borough’s infrastructure needs and priorities.

Paul also serves as Liaison to the Police, Fire and First Aid Departments, and brings a focus on overall health and safety to the community. His counsel transcends to the many issues our DPW deals with on a daily basis and collaborates with our office of emergency management ensuring that we plan and address our safety preparedness.

Bradley Beach, NJ – A strong team of experienced incumbents and a dedicated newcomer are set to run for Bradley Beach Council, promising to continue their commitment to the community under the slogan "Better Bradley Together - Proudly Serving You."

Incumbent Councilmembers Jane DeNoble, Shana Greenblatt, and Paul Nowicki will seek re-election, joined by local resident Mitch Karp. This unified team aims to build upon their collective achievements and continue to deliver positive results for Bradley Beach residents. Each of the incumbent Council candidates brings a unique skillset and leadership style that has created an effective synergy in moving the borough forward together. “Bringing Mitch in as running mate,” Council Greenblatt adds, “with his background in technology and financial management, rounds out a ticket that promises sound and collaborative legislative leadership.”

Mayor Gubitosi and the Council have worked diligently this past year resolving a 2-year stalled Union contract for our employees, moving forward the demolition of 319 LaReine, settling a number of leftover lawsuits, and bringing trust and harmony back to Bradley Beach. "We are incredibly proud of the progress we've made in Bradley Beach, and excited to continue working tirelessly on behalf of our neighbors," said Council President Jane DeNoble. "Our shared vision is to ensure Bradley Beach remains a vibrant, welcoming, and well-managed community for everyone."

Shana Greenblatt added, "Our slogan, 'Better Bradley Together - Proudly Serving You,' truly reflects our approach. We believe in collaborative efforts and transparent governance, and we are committed to being responsive to the needs of our community."

Paul Nowicki emphasized the team's dedication to ongoing improvements. "We've been doing great things for Bradley Beach, from improving infrastructure to enhancing public services, and lake improvements . We are eager to continue this important work." In the past year alone, the team has secured millions of dollars in sewer and stormwater grants, principal forgiveness and no interest loans, thereby reducing the burden on taxpayers while addressing necessary upgrades.

Newcomer Mitch Karp expressed his enthusiasm for joining the team. "I'm honored to run alongside such dedicated and effective leaders. I look forward to contributing my energy and ideas to help further strengthen Bradley Beach."
